In a future society where a system called Sibyl can measure a person's mental state and criminal potential, Akane Tsunemori joins the police force as an inspector. She works with 'Enforcers'—criminals whose potential for violence is used to hunt other criminals—as they investigate a series of murders that challenge the integrity of the Sibyl System.
